Titling a Car in Oregon After Moving From Another State

Last verified: November 2026 against Oregon DMV sources

As a new Oregon resident, you title and register your vehicle within 30 days. There is no sales tax.

Here is what to bring and what you pay.

Step by step

  1. 1

    Plan for 30 days

Within 30 days of becoming a resident, get an Oregon driver’s license if you want to drive, and title and register your vehicle.

  2. 2

    Get a VIN inspection

A vehicle with an out-of-state title needs a $9 VIN inspection, which can be done at your DMV title appointment.

  3. 3

Pass a DEQ test if required

In the Portland and Medford areas, most vehicles must pass a DEQ emissions test before they can be registered. Newer vehicles are exempt.

  4. 4

    Complete the title application

Bring your out-of-state title, lien releases, and the completed application. If your lender holds the title, contact the lender first.

  5. 5

Pay the title and registration fees

By MPG tier, the title is $101 to $116 and two years of registration $126 to $216; an all-electric vehicle is $192 and $376. Multnomah County adds $112 and Washington and Clackamas counties $60. New plates are $26.

What to bring

  • Your out-of-state title, or your lender’s contact if it holds the title
  • A completed Title Application
  • Payment for the $9 VIN inspection
  • A DEQ emissions certificate, if you live in a DEQ area
  • Payment for the title, registration, plates, and any county fee

Estimate your Oregon costs

There is no sales tax. The calculator shows the $106 title and $136 registration for the 20 to 39 MPG tier; add the VIN inspection, plates, and any county fee.

Official Notice & Statutory Disclaimers

Estimates only, not tax or legal advice. Verify with Oregon DMV.

The estimate uses the 20 to 39 MPG fee tier. Your vehicle's MPG rating sets the real title and registration fees.

For an electric vehicle, the estimate adds the electric registration fee but keeps the $106 title fee; the all-electric title fee is $192.

County registration fees, new plate fees ($26), and DEQ emissions test fees are not included.

Oregon’s added electric vehicle registration amount is for passenger vehicles (ORS 803.420), so the estimate does not add it to a motorcycle’s $88 two-year registration.

County & Local Tax Note: Oregon has no sales tax on a private vehicle sale. The 0.5% vehicle use tax applies only to vehicles bought from a dealer.
